This morning Leo's BG was 364. He ate some and then got his shot. Now at +3 his BG is 405. Is this normal or should I be concerned as I am still trying to figure this all out and don't understand why his BG is up and not going down like yesterday.

What insulin are you using?

It isn't uncommon for food to bring up the bg levels. Also there is a 20% variance in meter readings so those numbers aren't as far apart as you might think.

I'd see how the rest of his cycle looks.

I am using vetsulin vetpen. We started at 2 units 2x daily. Yesterday we upped to 2.5 at vet suggestion. Just did his +6 and it was 364. Will check again at +9.

Sometimes there can be a transiet, paradoxical response to dose changes. Over in the Lantus foum, they call it "new dose wonkiness".
Another reason glucose may rise is called bouncing. Bouncing happens when the glucose drops to an unfamiliar level, OR the glucose drops rapidly, OR the glucose drops too low. This triggers compensatory hormones which release stored glucose (glucogen) which raises the glucose back up and then some. It may take up to 3 days for bouncing to resolve, so you just have to wait it out.
