It released hystamines or something to make it itchy which is why he would scratch it. The vet checked it out and I can't now remember what she called it but said it was ok when she checked it but was the type of thing that might turn into something bad so we should consider having it removed. If it's been there a while and feels like a growth rather than temporary swelling, I'd suggest having your vet look at it.
