Hang in there. This is just a speed bump. He will hit the right dose and turn around.
Do you think the Budesonide is affecting his numbers? It doesn't for some kitties, but I see that you were using in regularly in September but not so much from October.

How is he doing otherwise?

I don't really think it's the Budesonide. He's been on it in some amount for over 10 years and was getting good numbers while on it. He's not displaying the behavior he was when he was first diagnosed and I could tell he wasn't feeling good.

I don't want to waste a pretty new pen of insulin, but would it be worth a test to try a new pen tomorrow? If that's the issue I'm going to be in trouble at current dosage. Should I just keep on what I'm doing?

I don't think it's the insulin. You could try a new pen tomorrow. Don't thrown away the old one. If you find that it's not the insulin, you can always go back and finish the old pen.
