You are stuck between a vet and your pocketbook and your judgement. I think you have to figure he is your cat and you don't want to harm him.. I think 1.5 is a good compromise but.....
Have you gotten a ketone test? Did she get one? That is first. If he is running a temp, he could have an infection and that plus not eating is deadly. If he has even slight ketones, he needs to be under a vet's care. They may need to give him insulin and nutrients and watch him carefully.
If there are no ketones, keep testing for them today so you catch them if he starts. Have you tried baby food? Sometimes that (the kind without spices) and putting it on your finger helps get them eating again. There are no easy answers. Yes, he needs insulin but he also needs food. If he absolutely won't eat, try feeding him with a syringe. The vet should be able to help with that or there are directions here:

She did put him on Veraflox which is an antibiotic and gave him fluids. I have baby food and I know how to feed with a syringe. I think I might put some of his FF classic in a syringe and feed him. I will run out to try and find test strips after feeding him. At Walmart where would they be at.
