That first group of Guaranteed analysis information for dry food, has about same about of carbs as Purina ProPlan DM ~18% dry matter carbs, still on the higher end for a diabetic kitty. Your second posting has carbs listed as 25% and 28% which is definitely too high for a diabetic cat.
There are three acceptable dry food options for diabetic cats:
Young Again Zero / Zero Mature: 0 - 2% dry matter carb
Dr. Elsey's Clean Protein Chicken: 2.2 - 5.7 dry matter carbs
EVO Cat and Kitten (Purple bag): 6 - 8% dry matter carbs
The first two are online purchase only. EVO can be found in Pet supply stores.
Ash is leftover mineral content that doesn't burn in the food process. I believe you want less than 10% for dry food and less than 3% for wet food.
I don't know the carb count on the Indigo Moon, but the second ingredient is potatoes- high carb, and the fourth is peas- also high. I'd stay away from it.
