i'm calling one of these meter companies and i just know they'll ask if my child is type 1 or type 2...so which is the type that uses insulin? which one will get me the meter? which one describes our cats?

Type 2 in Humans is insulin-dependent. Most diabetic cats are type 2.
 
Both type 1 and type 2 need to monitor their blood sugar, so either one should be eligbile for a glucose meter. As everybody ahead of me has already said, most cats are type 2.

Type 1 is when the "the immune system attacks and destroys the insulin-producing beta cells in the pancreas. The pancreas then produces little or no insulin. A person who has type 1 diabetes must take insulin daily to live."

Type 2 "the pancreas is usually producing enough insulin, but for unknown reasons the body cannot use the insulin effectively, a condition called insulin resistance. After several years, insulin production decreases. The result is the same as for type 1 diabetes—glucose builds up in the blood and the body cannot make efficient use of its main source of fuel."
