Malt syrup is sugar so yes, it will raise blood sugar.

I use Vet's Best for my diabetics. It was recommended on this board many years ago because it doesn't affect blood sugar and doesn't contain petroleum. The tablets are huge but easily break apart and the cats like it as a treat.
