Numbers at the end of Lantus pen

What do the numbers at the end of the Lantus pen mean? It looks like it is a dial that you can turn. I haven't turned it since I don't know what it is. Should I be turning it?

Its units for humans to dial in their dose since they useneedles that screw onto the end of the pen. But it only delivers full units which with cats is pointless because seldom do we use full units to increase or decrease doses. And very few cats are accommodating enough to take a full unit dose most seem to like .25, .75, 1.25 etc just to be difficult. Lol
