Loki AMPS 383 - question

It has been a month now since he moved in. I have 2 other cats - one is accepting but the other and Loki spar regularly. He wakes me up every morning at 4am ish by meowing all around the house - he has a loud voice. Today we added picking a fight with Mittens and peeing just outside the litter box. I am not sure how to fix the fighting and I'm wearing down.

Suggestions?

Does he meow at 4 am because he is hungry do you think?
Would introducing toys they can play with together help?
Can you shut him away for part of the day or night for some time out for them all?

He has food still in his bowl. All are on special diets of one form or another so I have these sureflap bowls that open when the correctly chipped cat puts it's head close to them.

Not really anywhere I can shut them away as we have an open plan. He is hissing at Mittens and slapping at her - he was declawed by his previous owner but Mittens is "blessed" with extra claws - polydactyl kitty.. She slaps back and worried he will get hurt then dealing with stitches and antibiotics..

Again at 4:12 am today.

Vet is bringing by some gaba penten today so going to try that.
