Such a cutie, love the pic!
There aren't too many kitties that permit teeth brushing so many congratulations for getting Elmo on board. My understanding is that just the brushing without toothpaste is ok but if you want to use paste then perhaps you can post the ingredients of some brands that you're looking at and we can check them out. I did find this on ADW BUT I wouldn't automatically assume that makes it safe for diabetics. They don't seem to sell the toothpaste separately and the ingredients aren't shown there https://www.adwdiabetes.com/product/cet-cat-toothbrush_6557.htm
You could also just use a little bicarbonate soda paste.
In case you didn't know and for others looking - I believe that if you're just starting out on the teeth cleaning then you shouldn't start until after a dental when the teeth are already clean
