I doubt you can get a higher protein treat than freeze dried meat treats, since it's nothing but meat.
They come in various types, chicken, fish, shrimp, turkey, liver. My Lucian loves the liver, won't touch the chicken, fish or shrimp.
Do you have a PetsMart near you? They have a brand called 'Simply Nourish', 100% meat, made for dogs, but you just break/cut the pieces into smaller pieces. They are $9 for a 5oz bag as opposed to $3+ for .88oz bag of 'Pure Bites' freeze dried treats for cats. They come in Liver, Chicken and Turkey, I think. Get a small bag just to see if he likes it and buy the bigger one when you find the flavor he is crazy about. ;-) I tried all the Pure Bites flavors until I hit on the Liver, then bought the other brand in a big bag.
A lot of the Beans make their own treats with cooked chicken, turkey, whatever their cat likes, just steam, boil or bake with no spices and cut into little pieces after they cool. I had no luck whatsoever with home cooked meats or fish, neither Lucian or the 2 civvies would eat them. :shock: I cooked chicken, flounder, salmon (which got a couple nibbles), chicken and calves liver trying to find a homemade treat Lucian would really like, no luck. He would eat a piece of chicken or calves liver, but not crazy about it, even though the freeze dried liver is like 'Kitty Crack' to him. :lol:
You could try the Bonito (Tuna) flakes, too. You can get huge bags of it on Amazon for a decent price. I'd get a small bag first to see if he likes it though, none of mine would eat it. I still have several small bags I hope to give to someone local. :lol:
I recently saw in a grocery store, both Bonito Flakes and freeze dried salmon bits. Surprised me, usually have to go to the pet store for that type of stuff.
Anything that is 100% meat is going to be high protein, freeze dried or home cooked, just check you ingredient label to make sure there is nothing else in there.
Hope you find one that Gobbles really likes, like my Lucian and his Liver treats.
