Help with feeding times

Hi there, Bailies mom here , I’m having a really difficult time with meal times as my Bailie has always been a grazer. He is on dry food but I’ve tried so many times to get him on wet He just will not have any of it. So I’ve switched him to Dr. Esleys gradually. anyways, my question is I’m having a really hard time because he has always been a grazer , he gets an allotment for the day. It’s not free feeding. I’m wondering if I can still feed him like this. He’s not getting enough food by eating at specific times at all cause he doesn’t sit down long enough to finish anything.
 
With Lantus, you have a bit of leeway because Lantus takes an hour or two to start to kick in. As long as Bailie eats somewhat at shot time.
Do pick up food at +10 (2 hours before next shot) so that the test at shot time is not food influenced. That's two hours of not being allowed to graze to make up for.
