If it's from your vet, ask. If you had it filled at a compounding pharmacy, call them. It's amazing that they often don't realize that the cat is diabetic and they put the antibiotic in a sugar solution to offset the bitterness of the antibiotic. It happens fairly often.
It's from Zoetis, and I don't think it is a sugar solution. This is from their website:
Reconstitution instructions - Oral Suspension Add 14 mL of water to the 15-mL bottle and shake vigorously. Each mL of suspension will contain 50 mg of amoxicillin activity as the trihydrate and 12.5 mg of clavulanic acid activity as the potassium salt.
