Cats always hungry

My kitty is always hungry, even before she got sick she was always hungry. I feed 1.5 cans of Fancy Feast Chicken each day. She is over weight and I’ve tried to cut back but she won’t have it. She starts eating toilet paper, plastic, etc. I asked my vet what to do but she was trying to push a food that wasn’t diabetic friendly.

So, what do you all suggest?

9 years old, been on insulin for a 1.5 years, Seems to be doing well, eats well, is active, but over weight.
 
How overweight is she? 1.5 cans of Fancy Feast doesn't sound like much food, especially since diabetic cats don't utilize their food well. Diabetic cats often need a lot more food than non diabetic cats. My Billy is fat. While we were working on getting him regulated, I didn't cut back his food at all, just fed him when he was hungry. Now that he's in remission, we are cutting back a bit. He's over 16 lbs and gets around 2.5 cans of FF a day. But honestly, in Billy's case, I don't think we would have gotten in remission without regular small meals.
 
She is about 3-5 lbs overweight. The vet wants here to be 8-10 (she's probably closer to 15) when I feed her more she just puts on more weight. The vet was the one who told me to withhold food. (She also likes animals on the underweight side of normal and I don't think she understands diabetic cats as well as some)

I also do not do any curves for my cat(I've tried and I can't do it) she gets 1.5 units of Lantus 2x daily
 
Uhhh I'm no expert but withholding food from a diabetic can be tricky and well...dangerous? I hope if I am wrong about the dangerous part someone will correct me.
I'm thinking kitty needs more exercise. However you can do that, with your circumstances. ie: do you work long hours? etc.

Diabetic cats that gain or keep on that much weight are unusual. Sounds to me like something else is going on, healthwise with your cat.

There are many types of the Fancy Feast Chicken. Which one can make a big difference.

Can you be more specific on what foods are you feeding? Be very specific as to brands, flavor of food, and style of food.
For example, Friskies (brand) Turkey & Giblets (flavor or name of food), classic pate (style of food) is very different from the Friskies Turkey & Giblets Extra Gravy food.
