cat peeing outside the box

I have a problem with my cat peeing outside of the litter box a lot also. It wouldn't be so bad if he peed right next to the box, but he will pee on the dog's beds, on the carpet, on exercise machine, against a cabinet etc. He will particularly go upstairs just to pee on the carpet up there. When I am home I will stop him and take him to a litter box. It's pretty exhausting having to constantly wash things. Vets were always telling me based on his Fructosamine he was well regulated. I monitor him with a Libre, he's been high numbers most of the time, but he occasionally has a somogyi effect at night. I had always thought there must be some underlying other illness causing this. And I'm sure you probably make sure to have several boxes and that are kept clean. I do that and and I'm constantly scooping them. I have put pee pads around the house too. It's really hard to live like this for a long time.

I would have him checked for a UTI. The other suspicion I have, due to him seeming to prefer to pee on soft things, is he could have arthritis or neuropathy that make it hard or painful for him to pee in the litter box. Does he have any trouble jumping?
