So when choosing foods, I know we want to stay below 10% carbs when possible. Is that based on the ME profile, As Fed Percentage, or on a Dry Matter Basis? I know when choosing foods for CKD cats, I am supposed to look for the phosphorus content on a dry matter basis. But I think that's different for carb % right?

We use the ME profile. Have you seen Dr. Lisa Pierson's list? It has both ME and Dry Matter listed and phosphorus as well. Many of us try to keep a little lower than 10% usually below 5%. Is Cooper both FD and CKD? If so I have simplified the list ( and added some of the newer foods, the list is 2 years old) to only include foods under 10% and 200mg/100kcal (which is the equivalent of DM %). Go to Tess's SS and I have a tab for "LC / Low Phos". Click that and you will get a new sheet w/ the smaller food list.
