? Blood sugar going UP despite insulin - advice please

Hi, Loki's BG pre-shot was 23 today, gave LC food then shot 2units of Caninsulin after 30mins.
+2 his BG was 25.5 and +3 it is 25.7.
It's never gone up after insulin before. What shall I do?

BG 28.7 just now. I've given 1.5units of insulin. Hope that was the right thing to do.
