AMPS is 90.... what in the world ?! I can't give insulin with that

Fat cats AMPS is 90, what in the world ?! His PMPS was 357, so I gave him 4.2 units of prozinc. But now this. I'm happy to see that number, but obviously can't shoot it. Yesterday's AMPS was 209, and I only gave him 2.5 units, but then his sugar stayed in the 300s most of the day. I even took his sugar twice just now to make sure it was right, I got 92 then 90... what in the world ?
 
+2 was 289! So I gave him 2.5 units, not sure if it's enough since it wasn't yesterday, but he didn't start out as low yesterday either ... ehh, happy for lower numbers, but I don't wanna ping pong him around .... I think he's still gonna need insulin even when his pre-shoots are good, but it's scary, and I don't know how much...
