is it normal for mt cats level to be at the highest in the am?its always the highest reading we get.its even before we feed him

The blood glucose certainly can be higher in the morning, and for very different reasons.

Some cats can be higher in the morning if their blood glucose has dropped too low or too fast during the night. (A cat may eat less at night, and need less insulin, for example.) This can cause the body to respond by 'bouncing' the blood glucose up higher. It's a protection mechanism.

And some cats who are producing some insulin of their own may also be higher in the morning. This can be, again, because the cat isn't eating during the night, and so its pancreas isn't stimulated to pulse out insulin. Hence the higher blood glucose.

If neither of the above apply, and the cat just naturally seems to be higher in the morning*, then - depending which insulin you are using - it may be possible to try an 13/ 11 hour shot cycle rather than a 12 /12 shot cycle. By shaving an hour off the night time cycle it may be that the morning blood glucose isn't so high.
This is only generally possible with the 'in and out' insulins such as Prozinc and Caninsulin/Vetsulin.
*Note: Higher blood glucose in the morning can be caused by 'Dawn Phenomenon', where hormones can naturally trigger a surge in blood glucose in the early morning.

In order to determine the reason for the higher morning blood glucose it's necessary to get more blood testing data.
