just reread her spreadsheet and i noticed your comment about feeding times. is the feeding at 4:30 every afternoon very large of a quantity? for many cats, feeding after nadir when the strength of the lantus is waning can really put a brake on the Lantus, and it can result in higher preshot numbers. some cats can graze, but some do better with the vast majority of their food being eaten in the first half of the cycle.
I fed punkin at preshot and +3 every day, then he had to wait til the next shot for another meal. if i took pity on him in between, i gave him only boiled chicken, which didn't raise his BGs.
You might encourage your mom to get her food all in before +5ish and see if that helps her numbers.
