I am stalling again because Felix's PMPS is low again. I can stall and wait for a shootable number but is it okay to feed him after +1 testing? Or should I just let him be in an empty stomach the whole stalling process?

*Edit: Tested him at +1 and he went down to 99 so I fed him after (LOL). I might as well skip his insulin again tonight (sigh). Tomorrow I'll reduce him to 2 units.

For if (when) it happens again, you don't want to stall more than 20-30 minutes and do it without food. If you stall too long, the numbers can drop, as you have just seen.

What is a "shootable" number for you? Experienced people following SLGS shoot as low as 90, but they work their way down to there with the data to do so. Hence asking what that number is for you. I see you've shot full dose on 166 so it should be somewhat below that now.

Paws crossed the 2 units lets you shoot twice a day.

I am comfortable shooting 150 and above but lately for some reason his number goes down even with just 30 minutes of stalling so I am scared to shoot.
 
If above 150, don't stall. Lantus takes a couple hours after that to take effect. His meal should take his numbers up. The exception to this is a bounce breaking cycle (like today) where they start high and slide down all cycle. This type of cycle could still have some downward momentum into the following cycle. When you get the chance, get some +1 tests when it's not a bounce breaking cycle. That'll give you an idea how much of a numbers bump he gets from food. Which'll give you more confidence in shooting those lower numbers.

Thank you for the instruction. As for tonight, if he bumps up in the next hour or two, is it still okay to shoot? If yes, should I go ahead and reduce him to 2 units?
 
If you shoot 2 hours late tonight, you have to shoot 2 hours later tomorrow morning. Does your schedule work with that?

Yes. I am a stay-at-home mom so I have flexible schedule. I just tested him 45 mins after he ate and he went down to 96! I really don't know what's going on inside him (LOL).
