After all this time, you would think that I know what "bump" means, but I do not - can someone explain this?

Bump indicates a desire to bump the message back to the top so people see it, otherwise it could get buried as more and more users post during the day. Any word in the post would cause it to go to the top again, bump just indicates you're only bumping it up, not really adding anything.
 
And if anybody thinks I would find the announcement interesting or informative, and if they think that my banning was BS and petty, I would appreciate a copy/paste & PM. Thanks!
