I noticed that Mao licks herself frequently down there, and the fur down there looks oily. This morning I found her litter box had some oil like drops with stool. It's looks like overnight fat drops. What's that?
 
I sure don't have any ideas for you, but hopefully bumping your post will get some more experienced eyes to take a look!

I think it might be "anal glands".
If it has a very strong stinky smell, then they are probably anal glands.
If you google "anal glans", you will find tons of information on what they are and what problem they cause and how to prevent them.
Many people get their cats/dogs anal sacs expressed at the vet.
My friend's cat "drips" oily glands too.
