Get a test later in the cycle - around +6 - like you did yesterday and if you see a similar trend of him dropping, feed him after each test.
He might stay high in the day and keep you up at night clearing the bounce!
Wow! He cleared that bounce real quick! Did you give him a snack after the +8 test as well? He seems to be the kind of cat that nadirs at the end of the cycle when clearing bounces, so a little food after each test in cycles like these will slow him down and reduce that dive at the end of the cycle.

Excellent!Yes, I did give him his normal 5.25u shots. I fed him a churu at +2 and then 1x tsp of LC food at +4, +6, +8, and +10 (if I remember the last one correctly). I agree with you, feeding him a bit of food seems to help him quite a bit!

Why are you buying repackaged insulin from the vet? We have had cases where it goes bad. You want to get a prescription and shop around in pharmacies for pens. And as soon as I put the needle in, air starts to push the injector back really quickly. When I pull the needle out, there were literally insulin shooting out in liquid with a sizzle sound. Do you think this indicates the insulin is bad? Like some sort of chemical / bio reaction has happened? I called the pharmacy and they told me it's fine, but the first bottle definitely did not have this issue.

Going by his numbers, the insulin doesn't seem to have gone bad though. If you are using a vial rather than a pen, you need to inject air in it before drawing out insulin in the syringe. See this sticky for a video on how to draw insulin from vials:

Can you check for the discarded needle? It's unlikely he would go so high if you have shot him. But if in doubt, do not shoot again.

The more I think about it, I think I did give him the shot and I was just overwhelmed by the numbers. Could this be a bounce? My way of thinking is that his number typically doesn't really rise that much at +1 and +2, and based my understanding the shot he got (or not) at PMPS doesn't really kick in until +3? And the last shot should have a bit of effect? So even if I had missed it, we probably still shouldn't see such high numbers?
