I read somewhere that in order for a cats neuropathy to be reversed. The cat has to maintain a blood glucose level lower than 288 ? Is there any truth to this ?

I don't know. I assume that over the renal threshold is when cats show symptoms like excessive drinking and urination. The renal threshold varies from cat to cat. By extension, I am assuming that the other symptoms could also resolve if the cat is below the renal threshold. I'm not sure about this though.
