I finally got enough blood to do a test . His readings a week ago before changing diet was 476. Today he was 309 and it was 30 minutes after eating. Is that considered high? We dont start insulin until Monday but if I can treat him with just his diet I would like to.
Do you guys think I should start insulin ??
UPDATE- I tested 2 hours later without any food and it was 195

Right now you don't yet have enough information for us to answer your question. Glucose measurements fluctuate throughout the day - just one single measurement doesn't really tell you anything other than the glucose number was high right then. Your test today - you want to test BEFORE eating when the body has nothing digesting - to get a true 'body' number. That 309 taken 30 minutes after food will have digesting food in it. No way to tell how much.

Start a spreadsheet with any tests you get and comment anything in the 'remarks' section.

Normal on a human meter is 50-120 and on a pet meter it's 68-150, so it's still high but much better than it was!

Can diabetes even go into remission without insulin ? (Just with diet change)
Very rarely, yes. These numbers are not really close to not needing insulin at this point. If the number was around 200 you might have a chance. Test before food. . Are you testing with a human or pet meter?

Sure can but you're not going to know that unless you begin testing at home in a calm environment. Curves and numbers at the vet are almost always stress inflated. If there's an infection, teeth problems or other health problem, glucose numbers can also be inflated.

possible. Most likely he will need some insulin support. Don't be afraid... It's really not difficult to give shots. Most find it easier than testing which you are already doing. :)
