It often took Neko until cycle 5 or 6 before she showed what an increase can do. Paws crossed you see better numbers soon.

How long do I hold his dose at 3? And do I go up by .25 or .5? Since I'm kind of doing a hybrid of both protocols and his Lantus dose was low to start - I'm not sure which dosing schedule to follow or how much to increase. I know TR is 6 cycles for an increase which would mean tomorrow's PM dose should go up. And since he's been riding 300s it should be a .5 increase. Thoughts?

We don't blend or do a hybrid of TR or SLGS, we do one or the other. Read this post for some good discussion on why.

Since Rudy has access to dry food, that means SLGS. However, he was started on too low a dose of Lantus compared to his Prozinc dose, so there have been some suggestions for accelerated dosing. If you could remove the dry food from the picture, then you could follow TR and go up by 0.5 units tomorrow night. Given the amount you test, I might suggest going up anyway, since he's still one unit below where he should have started.

I wish I could pull the dry, but my other cats like it. Rudy eats minimal dry - only a tablespoon or two a day. I'll see how he does over the next 2 cycles and decide if his dose needs a boost then. If he stays like he is - then I'll definitely give him a .5 increase tomorrow evening.
