I hope someone else chimes in here, soon, as I don't know anything about Lantus. HOWEVER... if his numbers are still low, I think I would delay his next shot until they rise to a more comfortable level. You don't want Panther to drop too low, as that's very dangerous, and shooting at a low number where you're not sure about the dose (or any dose at all, for that matter) could be a bad choice.

Thank you I'm still checking off and on I'll wait what would be a "safe"number
I'm sorry, but I can't advise on that, as each kitty is different, and I'm not familiar with how Lantus works. It would be really helpful if you had a spreadsheet link in your signature so that others who are familiar with Lantus could advise. At what BG number did you last shoot the 1 unit? How long ago was that?

Another thought, here: We usually advise newcomers not to shoot anything 200 or less, so if he's below that, wait for advise or skip the shot, altogether. Better high for a few hours (or even a day) than too low for even a minute. Plus, I wouldn't recommend shooting anything at all if his numbers are still dropping. Are you in the US? If so, you've still got at least an hour before it's time to make a decision. Here's hoping someone will offer some more detailed advice, soon.
