Sinus congestion relief

Not sure about menthol.
Another option (check w/vet): preservative free, moisturizing eye drops such as Systane in the individual packets. The eyes have a duct which drains into the sinuses, so drops in the eyes may help loosen and flush the sinuses.
 
You have to use water to increase humidity. Humidity is water evaporated into the air. I have used the shower head set to fog, microfiber towels soaked in warm water and wrung out and applied to the nose and eyes. Wess loves that. I bought a babies rubber nasal syringe (like a rubber ball) and I filled it with warm saline. Wess tolerated it then enjoyed it. I just slowly dripped the warm saline (neilmed packets). When I get him used to it I'm going to try and evacuate some snoogles/snot. (The Vets call it snot) The safest humidifier would be the sonic (cool output) humidifier. As BJM suggested I bought saline eye drops. The Bauch & Lomb are 3.99 for a pretty big bottle (pure saline, no preservatives) The Neilmed packets are PH balanced and pretty inexpensive. each packet makes 8 oz. (nasal)
 
I wonder if Christoph mean ultrasonic type (cold vapor) or steam vaporizer. The cold type expel the minerals in the water into the vapor and thus are the not the best for direct inhalation. .
 
Cats can't blow their noses and from what I can see the only real way to evacuate is to loosen up the congestion and hope for or trigger a sneeze. Some people have tickled the cats nose (which I find near impossible). If I'm mis speaking please set me straight.

If you use distilled water there will be no mineral content to carry over.
