scratch on the eye

We went to the Vet last Friday for Fanny's check-up and she was found to have a scratch on her eye. He gave me Neomycin and Polymycin ointment to use. The problem I am having is that she keeps rubbing her eye after I place the ointment. Yesterday the skin around her eye looked worse than it had. Was wondering if any one has had anything similar happen and/or if there are any tricks to stop the rubbing? I really don't think she'd tolerate having a cone around her neck. Also was thinking maybe she's sensitive to the ointment.
 
Trim all toenails; if possible, file off rough edges, too. OR, wrap the feet to cover the claws.

It is possible to be allergic to the ingredients in an ointment.
 
How about capping the nails? I have to keep one of my cats capped because she claws anything she can get her little "hands" on....they are easy to apply and easy to take off...and come in cute colors!!!
