Pens vs Multiple Does Vials/Needles

I am thinking of switching from Lantus to Levemir, but the potential drawback here is that I can't get Levemir in a multiple dose vial. Here in Canada, I can only get it in pen/cartridges and the problem with them is that the ones on the market only have 1 unit doses (my cat typically needs 1/2 increases/decreases)

Is there a way around this? Are all pens/cartridges like this?
 
You use an insulin syringe and push the needle of the syringe through the rubber stopper of the pen or cartridge and draw the dose just like you do with a vial.
