What you want to look for is b12 methylcobalamin. I used capsules that I simply opened and sprinkled on her food twice a day. A popular choice is Zobaline for diabetic cats. Not sure which brands are available by you... I'm sure you can find something. Additionally, while the Methyl B12 can help recovery, the best thing is to get his BG under better control. 
Not necessarily regulated. Take a look at Maury's SS, he is not considered regulated by normal standards but getting better control of his BG from those red and black numbers has been amazing for him. Nerves are the slowest thing to heal, so we're nearing month 7 and a couple days ago I can barely tell he ever had diabetic neuropathy in hind legs AND front paws 
. Around month 4 was when I noticed his front paws looked much better. With or without Methyl B12, it may still take some time. Marathon, not a sprint

That's what I did, yes. My cat didnt have much neuropathy though fortunately. The zobaline is good because it also has folic acid
