Need budget friendly food (dry and canned) recommendations for friend's non-diabetic

My friend is currently feeding his cat Hills Indoor dry with the occasional canned food. Not sure exactly how old the cat is but under 5. My friend has a budget of $50 bi-weekly for cat food. He lives with his brother who has his own cat and feeds Friskies and Meow Mix, both dry. Both cats seem to eat each other food but that's a separate issue. What are some budget friendly healthier dry and canned foods my friend can feed to his cat? He can buy on Chewy and whatever is sold at his local Petco and Petsmart.

Friskies pates is inexpensive but wet can food is best 0-10% carbs as pates are the cans are large enough for two feedings, if the continuation of kibbels, hard food continues, the chances of higher costs in the future could be higher, cats cannot digest carbs and all kibbles contain over 20-30% carbs and that can cause a ripple effect in the pancreas causing diabetes in the future

I am well aware about the health issues dry food can cause. My friend is unable to feed 100% canned food at this time and is doing the best he can to stay within his budget. He will feed more canned than dry. He just needs brands that fit into his budget. He can't afford the better dry foods like Young Again or Dr Elsey's.

here is a food list that your friend may want to look at, there are many brands to choose from the third column contains the carb %, your friend can compare prices at the Chewy,com website, the prices there are much cheaper than any store or pet supermarkets, so he can get an idea, I buy by the month by the case of 24, that's how they sell the can foods, but I save about $75.00 a month, I auto ship, which I can switch the date the order as many times as I want, I get $5.00 off each case and no shipping charge, no membership either. I have two cats.
