I gave him his shot this morning, positive it was under his skin then rubbed over it and had insulin on my hand. Did it come back out of injection site, should I not touch it after???

I found information online (sorry can't quote a particular source atm) but found it in many places..... at least for humans, it is contraindicated (meaning bad to do) to rub or massage the insulin injection site... both for the reason you discovered, that the insulin can leak out of the fresh hole you've just made, and also because you're disturbing the 'cell' of insulin which may cause it to be absorbed more quickly.

ETA: What I do is give him a good brisk (short) massage on the area BEFORE I shoot, Frog seems more comfortable with the injection when I do that.

What might have happened is that when you gave the shot the bevel on the needle was down instead of up and as you withdrew the needle a tiny droplet of insulin fell on her fur.

I don't shoot into the side of the "tent" - I shoot into the end of it. It seems to work better for me and I have far fewer "fur shots" since i started that.
