Help with Weight

My diabetic foster cat, Russell, has been off insulin since July with his blood sugar being entirely controlled by a canned food diet. Our new problem is that he's become severely overweight. I'd even go as far as to say he is obese. He currently weighs 17 lbs but an ideal weight for him would be more like 10 lbs at the most.
He is 8-10 years old and was first rescued in April of this year from a feral colony. He has been with me since mid-May and was diagnosed as diabetic in early June.
He eats one 3 oz can twice a day of fancy feast.
 
That does not seem like a lot of food. Do you have other cats that he may be stealing their food? When was the last time he had bloodwork, especially his thyroid checked? My cat Cracker is overweight because he was eating the other cats food. I solved that by getting microchip feeders so he could not get to their food. It works, he has gone from 22 lbs to 15 lbs over the past year.
 
I have same problem with my Dee Dee whom I adopted a little over a weeks ago This pho shows how fat she is. She si 17+ lbs. She should probbably weight half that. I do not have a baseline of food consumption. I am feeding her 60 grams canned and 15 pieces of Epigen90 twice daily.
