Help rehoming diabetic cat

Hi,
I know of of a diabetic cat whose owner is in hospice and a friend is looking to rehome this cat. I only know so far that the kitty is 9 and declawed. I live in ct. I am experienced and was possibly thinking of adopting but it would have to live down cellar as I have a dog (55lbs) that doesn't like cats so it's not ideal. They would absolutly have to be separate! Thought maybe someone else could give this cat a better home? Is DCIN still able to help cats like this?
