I'd encourage you to contact the manufacturer or it sounds like there are retail outlets for this product and they may know. In all likelihood, we can't answer the question you posed since the nutritional analysis is for the product only. It's curious that the only product with carbs noted is the low phosphorus/low sodium variety.

I thought the low phosphorus food they have was low carb so don’t understand the 27.18% carbs.

I would believe her Din. She is very good and definitely has cats health at the heart of her business. She could not afford to say something is low carb when it isn’t.
I would imagine that the powder could be 27% carbs but when it is added to the meat, it becomes much more diluted and becomes low carb.
Does that make sense?
