Honestly, there is no set number, but with constantly giving cortisone shots, you are playing a game of Russian Roulette. What other methods has your vet suggested for taming the stomatitis? I am currently battling it with my siamese kitty, Yoda. Here is the list of currently tried, and in the works treatments in time line order:
* 3 cortisone shots - caused diabetes
* 2 rounds of clindomyacin - helped inflammation, but not all
* dental - helped a lot, but inflammation came back 2 months later
* 3 rounds clindomyacin - stress from the drive over Thanksgiving caused a big immune response; has helped lessen it and the pain, but significant gum and throat inflammation remain.
* L-Lysine supplement 2x a day - I have read that some stomatitis kitties benefit from this as underlying infection (in this case feline herpes) can exacerbate stomatitis. Not all kitties with herpes exhibit outward symptoms.
* changing to homemade raw diet - also read that the preservatives, additives, and other chemicals in commercial foods can cause stomatitis issues
* Use of dental rinse with Chlorhexidine such as the C.E.T. Oral Hygiene Rinse to help significantly decrease plaque and tartar build up on teeth

* once inflammation is down and pain free - try to start a brushing regimen to help decrease plaque and tartar build up
