My cat has been on insulin for almost a month now and 4 days ago she has stopped eating food at all. We noticed that she is breathing heavy today and we can't give her an insulin shot either.

I would take your kitty to the vets straight away
All Cats must eat every day and diabetic cats must eat and get their insulin otherwise there is a risk of ketones forming that can lead to DKA.
I suspect your kitty already has ketones and maybe DKA which is life threatening.
Is there a vet open or an ER you can go to now. Please don’t leave it.
It is an emergency.
