Cat gagging, white foam - should I give insulin

Toby, my sugar baby, had his insulin this morning (3 U), but then sat outside and would not come in. At lunch-time he ate some kitten food, rejected everything else. He was able to pass urine and feces. Tonight about five I noticed noisy breathing and gagging. He refused any food, but was drinking (he had no Ketones). Should I give him insulin? I contacted Vet today, but was told to keep eye on him. He deteriorated after, when I could no longer reach Vet today.

Do you have the syringes to draw the insulin out of the pen
We adjust does by 0.25 units , not whole units

Your spreadsheet only goes up to 3-24. Have you been testing after that?
