BGL Fluctuation. Is it normal?

Hi All,
Just wanna ask, is it normal for BGL to fluctuated from time to time? My boy John has his readings at a consistent level below 20 while recuperating in ICU. Now at home since yesterday, his BGL was still below 20 until night. But this morning it fluctuated beyond 20 (it's 21.1) and have to had an insulin (Lantus) administered. So, is this normal? I feed him water based wet food by the way. Appreciate your feedbacks. Thanks.
 
It's not only normal for it to fluctuate from time to time, it can be totally normal for it to fluctuate from cycle to cycle!!

Even in non-diabetic cats, the blood glucose isn't a stable reading...it raises and lowers in response to feeding and the cats own pancreas (when it's working correctly)
