I'm not sure why Butch's numbers are going lower instead of rising before his PMPS shoot. Is this Butch coming down from a bounce?

Yes, nadirs can be later in bounce clearing cycles. Some cats even nadir at the end of the cycle or at +13 when clearing a bounce.
