You could always rub catnip on it. That's what I do with Cini's toys. I have a gallon ziploc bag filled with catnip and I put them all in it and then shake shake shake! Let the chaos begin!

Note: Do not shake large gallon bag of green stuff that looks like it could be other certain green stuff in front of your open window. And especially don't look happy while doing it in front of the aforementioned window. It'll be a different kind of chaos if you do.
