Also no insulin means no hypo! Since it’s been 10 cycles since his last dose, the depot should be out of him by now.

We have seen cats in the 30s when not on insulin. Now that he is not getting insulin, you needn't worry about getting him over 50. So no honey/HC/MC required! His usual food is fine. Even if he stays below 50 after food, it's okay. He is just a cat whose normal BG is on the lower side.
